Allocate some money for rehabilitation and prevention? More safety police? Get more health care worker out there? Bring knowledge and information out there about drugs?be inspired by people who have gotten out? They probably can come up with better ideas. Or use governments resources, they should have a lot up there? Just bring some intervention.
